Natural Resources Conservation Service

NRCS is an agency of the United States Department of Agriculture. NRCS staff is available in all 95 counties of Tennessee to provide assistance to landowners through cost share programs that promote conservation of our natural resources.

Allen Willmore - District Conservationist

Born and raised in Manchester, Allen Willmore started as a Bedford County Soil and Water Conservation District Soil Technician for 5 years before returning home to Coffee County as a Soil Conservationist in 2015. Allen currently works with over 70 producers in Coffee County implementing diverse high biomass cover mixes on over half the cropland acres in the county.

Amy Phipps - Soil Conservationist

Originally from New Orleans, Amy served more than 12 years in the U.S. Air Force. She holds a B.S. in Environmental Science from American Public University and an Associate’s degree in Human Resources and Logistics Management from the Community College of the Air Force. Since 2021, Amy has worked with the NRCS, supporting farmers across Cookeville, Livingston, Chattanooga, Dayton, Pikeville, and Dunlap.
